Senator Chapman moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill 2402—A Bill to amend and reenact §16-29-1 and §16-30-3 of the code of West Virginia, 1931, as amended; and to amend the code by adding a new section, designated §16-29-3, relating to providing access to medical records; providing access to a summary of medical records; providing access to a minor’s medical records; removing exemption for records governed by AIDS relate Medical Testing and Records Confidentiality Act; providing exemptions for access to a minor’s medical records; prohibiting a person or entity from requiring furnishing of medical records relating to immunization; and requiring a mature minor to be over the age of sixteen.
